The DC Special Education Cooperative

The DC Special Education Cooperative has written to the Special Endowment of the Fund, saying “I know of your Foundation’s commitment to improving education services for DC students”.  The Cooperative’s Vision Statement is:  “Our vision is that all students with disabilities in the District of Columbia receive a rigorous, individualized, and inclusive education preparing them for post-graduate success.”  The Cooperative did not provide a financial statement. 

 

It appears, on first review, that the Cooperative qualifies for contributions from the Fund based on section 6C4 of the charter:  “Contributions may be made … for the expansion or equalization of educational opportunities, especially for their extension to persons at a special disadvantage.”  The Board has two choices.  First, the Board may consider the Cooperative further, in particular by requesting a financial statement.  Second, the Board may decide not to consider further, and may, in accordance with Section 3B1b2 of the Bylaws, designate the cooperative as “not selected for contributions for other reasons” (in particular, a decision not to pursue the application). 

 

The Board is requested either to ask me to follow up on the letter, or to categorize the Cooperative as “not selected for contributions for other reasons” from both endowments.
